Your role in a nutshell
As the People and Payroll Executive, you will play a key role in building a world-class employee experience, supporting the People/HR operations function in delivering the full spectrum of People services in the entire employee life cycle (including recruitment, onboarding, employee benefits, payroll, HRIS, and dashboards). You will also proactively recommend continuous improvements to our existing HR processes. This role will also support the People team in HR initiatives focused on employee experience and engagement, mental health, and well-being.

Primary Accountabilities:
People Services
- Support the People Team in delivering the full spectrum of People/HR services for the entire employee life cycle, including recruitment, onboarding, employee benefits, execution of employee engagement initiatives, and offboarding.
- Maintain and provide professional guidance on People processes, policies, and procedures to employees.
- Process all HR-related changes and variable pay elements, including new starter and leaver information, changes of terms, role changes, and structure changes in HRIS
- Manage and follow up on employee movement process; support People Team with the generation of letters (transfer, confirmation, promotion, salary increases, and bonus letter) and employee file management.
- Provide effective benefits administration by managing insurance renewal and claims, service award administration, and benefits claims.
Management of Payroll for AP Zone
- Build and maintain excellent working relationships with the outsourced payroll provider.
- Ensure internal standards are met for all payroll-related services and act as the first point of contact for all payroll queries/issues and audits.
- Maintain data accuracy and alignment between TBS and Outsourced Payroll provider
- Ensure payroll is in line and compliant with current statutory and legislative requirements
- Prepare and submit yearly tax-related documents eg, Form IR8A & Appendix 8A, for all staff.
- Manage workflow to ensure all payroll transactions are processed accurately and timely and GL posting for all employees.
- Verify and check payroll reports prepared by vendors and coordinate approvals before submission of bank listing to process interbank GIRO transfer of salary payout to all staff. It includes issuing bank listing to Global Commercial Cashiers for processing and cutting out of cheques for staff on cheque payments.
- Work closely with Internal and External Auditors on payroll audits.
- Maintenance of payroll files, which will allow for a proper audit trail of documents.
Reporting
- Submit reports to the Ministry of Manpower & CPF Board as and when required
- Update and disseminate manpower status reports internally as and when necessary.
- Prepare reports to Finance on accruals and benefits tracking
Others
- Involve in the new HRIS implementation, testing, data validation, and migration.
